Cloud 9 Chocolates

2 cups whole milk
¼ cup Dutch processed cocoa powder
¼ cup sugar
½ cup bittersweet chocolate chips
3 Tbsp. water

Place the cocoa powder in a small ramekin. Heat the water and pour on the cocoa to bloom it. Lit bloom for 2 minutes. Heat the milk and sugar in a saucepan; whisk in the cocoa powder. Stir until smooth and simmering. Add the chocolate chips and stir until smooth.
